I have already submitted a request to be able to use split windows on Samsung Android devices in order to take notes on dedicated applications while watching the moving map or the active flight plan (since I use mainly my device on a kneepad in portrait mode, the map can be split in half without screen estate problems).
I understand that this request can be perhaps too device specific (and we are waiting too long for Google to include this very interesting feature in the mainstream OS) ; however, ATC are quick to give instructions and finding the SD button then choosing the "memo pad" menu is time consuming and a "say again" is never appreciated.
So, I think that it should prove useful that the memo pad could be displayed at request on the lower third of the screen (when in portrait mode) and stay there until closed.

The procedure may be different for the iPad, but I don't think it is. First off, the Scratchpad is only available in flying or simulation modes. Secondly, make sure you swipe the whole width of the screen from right to left. Left to right doesn't work. Alternatively, you can access the Scratchpad from the main menu -- tap the SD orb, which presents you with a number of options, one of which is Scratchpad. Tap the Back button to return to the chart. The contents of the Scratchpad are retained until you exit SD.
